Network Engineering Manager

The incumbent will be the Senior Network Engineering person on this Federal Agency level project supporting a complex nationwide WAN. The manager will lead a 10+ person staff of experienced, senior level engineers and SMEs who will provide the networking and telecommunications vision and thought leadership for the Agency. He will report to the NES Program Manager for this contract.

The Network Engineering Manager will be required to be the trusted advisor to the customer, providing day-to-day consultation and analysis. He will make assignments to the Engineering Team and ensure that asignments are on schedule and meet/exceed customer technical and programmatic expectations. He will ensure that the Network Engineering staff maintains a high level of proficiency; ensuring that technical certifications are attained and maintained and encouraging staff to participate in professional development including public presentations and publishing.

He/She will lead next generation network engineering tasks including: Plan for network and traffic growth, consolidation and migration. Optimize network topology for projected growth, Plan for new technologies deployments for network modernization. Strategies for IPv6 deployment, Improve application and service continuity, Forecast network traffic based on trends. Optimize network capacity and performance, Ensure network resiliency, He/She will ensure the timely and accurate completion of deliverables including: Engineering Methodology for finished design, Capacity provisioning impact Report, Risk assessment for new implementation, OMB data center consolidation requirements, Project implementation and migrations plan, OPNET modeling report for new design, Recurring cost and provisioning growth forecast.

Required Experience and Skills:

Proven customer interface skills in a leadership capacity managing tasks or projects of 10people. Demonstrated ability to meet/exceed customer requirements in a demanding, fast paced, technically challenging environment.

10+ years extensive experience in the coordination of program and project leaders to identify requirements for system architecture. Must be able to identify strategies for addressing requirements. Must have extensive experience with analysis of requirements against fiscal, schedule, and performance issues. Has extensive experience in taking program requirements and is able to create an architecture vision having experience in high volume and high availability networks and systems.

Experience in creating and conveying to team members the architectural vision for a program or project. Is responsible for dictating design choices to software developers, including but not limited to: platforms, coding and technical levels. Experience in establishing and enforcing standards and practices. Overseeing the development team, he manages the full life cycle of the software development process. Has extensive software development experience and thorough knowledge of a variety of programming languages and logic.

Required Education and/or Certifications:
  • MS in computer science, electronics engineering or other engineering or technical discipline is required. BS may be subsititued with 10 years additional experience.
